My vote on this is BUY, and buy the extra head. Offer $700 for both and see if he bites, but don't let the head get away. How's the sheet metal? Replacement sheet metal can be found, but if what is on it is all dented up and rusted through, it's drops the price of the tractor a bit.
Parts for a D are fairly easy to come by, as they made a TON of DC, which is basically the same tractor. If the crankshaft is good, you can rebuild the motor without removing the block from the tractor. You should be able to get most of everything you'd need from a Case dealership, or there are guys over on the Case board that carry parts.
