I would call the department of agriculture for every state I had to pass through if unsure, the states I haul through have no restrictions on cattle under 1 year old, whether breeding stock or feeders and no restrictions on cattle bound straight for slaughter such as cull cows etc. Someone at the local sale barn probably knows as well as most large animal vets might know, almost all large volume seed stock sellers and show cattle have health certificates issued by a Vet that is good in any state. There are a surprising number of different rules in various states so it is best to get it straight from the offical source.
