I had a stick run through the tread of a 6ply F1 on my Allis Chalmers 180 recently. I noticed that tire had a tube and the other was tubeless. Same tire, same rim.
I spooned the tire off to fix the thin, rusted valve stem hole. The tube was there because the valve stem hole was shot. I MIG welded a 5/16" thick SAE washer in the hole and welded the hole up solid. Ground it all down. Then I drilled a new hole 180 degrees out with a Uni-Bit.
I sandblasted the rim after using a grinder and needle scaler to remove heavy rust. Primed and painted rim inside and out. Installed a bolt in style valve stem, mounted the tire tubeless after plugging the hole.
