12.4-38 duals should work OK with 15.5-38 inner tires. 15.5-38 tires are low-profile with the same diameter and loaded radius as 13.6-38's. We've run them side by side on a 4020 corn-picker tractor that was limited to 15.5's. The inner and outer tires were the same height.
Your 12.4's shouldn't be too much shorter than 13.6's and 15.5's. Unless the 15.5's inner duals are almost new and the 12.4's are really worn down the 12.4 duals should still help alot in soft ground. The weight distiribution might be 60-65% on the inner duals and 40-35% on the outer duals, but that is still a big improvement over 100% of the weight on single 15.5 tires.
Over the years others have posted tire specifications for Firestone brand tires on this site. You might be search for them or check a tire manufaturer's site.
I think 3020's had 3 1/8 inch axels, the same as 3010, 4010, 4000, 70, 720, 730 and maybe 60, 620, 630 too.
