You say you have spark and fuel but do you have spark at each and every plug??? You also say you have fuel to the carb but do you have fuel out the drain plug at the bottom of the carb?? If you have fuel to the carb but not in the carb you will have a no start. Pull the air intake tube off the carb and make sure it is not flooded and you find gas pouring out of the carb. If you find no or little gas there . With it out of gear hold your hand over the carb air intake and spin it over. Does it try to start?? And do you get gas on your hand.
