Dave, Check the intake tube at carb. There is a small vacuum line with a brass nipple that plugs into the top of that intake tube. When that pops out you get that psst,psst sound and it don't run.BTDT We have a Baja 250U that came from PEP Boys thats probably the half brother to yours.
