As far as I know, all 660s use the planetary IPTO. My 660 was built in 1961 and is the same. I believe the Farmall 560 mostly uses the clutch type. Yes, it has to do with the engine RPM and planetary final drives on the 660.
I think there are three different sets (ratios) of IPTO driving and driven gears between the two tractors. All 660s use one set and the 560 had two depending on whether it was early or late and consequently whether it had planetary or clutch type IPTO.
OK, so much for that lesson which doesn't answer your question. I am now looking at my 560/660 parts book. The shaft coming out of the TA has the belt pulley driving gear on it. It is 39 teeth. The parts book only has one shaft so it is used for both.
However, I believe if you wanted a 660 belt pulley, IH would sell you the rear mounted right angle belt pulley gearbox and six bolt fiber pulley. This would be similar to the 300-350 Utility set-up. Incidentally, those models did not have the belt pulley gear on the TA shaft.
I think it is likely you have the 39 tooth pulley gear but it would be highly dangerous to run the side belt pulley at nearly 200% of its original 1939 design speed. You could run a smaller pulley or sprocket though.

Today's Featured Article - Hydraulics - Cylinder Anatomy - by Curtis von Fange. Let’s make one more addition to our series on hydraulics. I’ve noticed a few questions in the comment section that could pertain to hydraulic cylinders so I thought we could take a short look at this real workhorse of the circuit. Cylinders are the reason for the hydraulic circuit. They take the fluid power delivered from the pump and magically change it into mechanical power. There are many types of cylinders that one might run across on a farm scenario. Each one could take a chapter in
