The HPOP has nothing to do with filling the filter or getting fuel to it.
Also changing the oil does not change the oil in the HPOP reservoir.
That needs to be sucked out and refill manually.
I would make sure the electric inline lift pump mounted on the inside left frame rail under the drivers floor is working. There is also a lift pump fuse in the fuse box on the left front fender.
You will need the owners manual to find which one as Ford only marks them with numbers.
I have seen a weak Lift pump blow the fuse if the pump tries to restart after building head pressure then stalling the pump.
If the LP checks out look elsewhere.
My bet is a bad LP if you have more than 120,000 miles and is original.
