Those "environmentalists" were elderly brother and sister land owners who didn't want their land taken from them by the government. The Eagle habitat was their only means of stalling the project for years. They used the legal system to their benefit. I don't know if they really were environmentalists but they found a lawyer to do their work and the rest is history. I lived close to that land and drove 72 when all that was going on. Drove semi over the Florence drawbridge many a time while the legal system ground to a halt. The system can be manipulated quite easily.
