"can i build another link to go from the top of the arch to the tractor"
That link would have to be built so the arch is stationary, both sideways and up and down. The arch serves as a side to side stabilizer, and it also must remain down when the tractor lift arms are raised. After it's locked in by the over-center locks on each side, it becomes part of the mechanism that raises the cutter bar.
Is it actually the arch that won't fit, or is it the adjustment shafts that are causing problems? The manual mentions cutting part of the adjustment shaft(s) off to make it fit some tractors, for instance, on a Cockshutt 540 it says to cut six inches off the left shaft and drill a new hole for the roll pin. I had to cut a few inches off of the right side adjustment shaft to use it on my 630 John Deere. The Kubota isn't mentioned in my manual.
I'm glad you mentioned your NH/Kubota problem. My son has a 30+- HP Kubota and is looking for a NH451 mower to use on it. We assumed it would fit. Better check first.

To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
