That is the emergency breakaway switch. The brakes will only stay locked as long as the battery holds out. Once the battery goes dead, no more brakes.
There is no way to lock electric trailer brakes without electricity, and if you leave them locked with a charger on the battery, the magnets will burn out after a few hours.

Your coupler lock will deter most thieves. Adding a chain and padlock will scare off all but the most determined thief.
If they want your trailer so bad that they bring a wrecker, bolt cutters, and a cordless grinder, LET THEM HAVE IT. Just make sure your insurance is paid up.
