In Internet Explorer go to "Tools", "Internet Options", "Connections", "Lan Settings". Check to see if the proxy server box is checked. It should not be checked unless you are using a cellular modem. The "Automatically Detect Settings" box at the top should be checked. If that is not the problem go to the link and download WinSock Fix and run it. You might also try starting Windows in the safe mode with networking and see if the web page will load. One more is go to "Programs", "Accessories"' "System Tools" and open Internet Explorer with (No Add Ons). I hope this helps.
