New York motor vehicle law has had this reg since before WWII:
A driver is required to have the vehicle under control at all times and under all conditions.
That law covers just about any accident. "Authorities" are supposed to investigate and use prudent discression.
As to "speed limits." In NY and probably all other US states, we are only allowed to drive at a safe speed and the posted limits only count when road conditions allow. If the speed limit is 65 MPH and you crash at speed of 55 MPH when driving on black ice, you are legally liable.
My point here is . . . all the scenarios you mentioned are already covered by the law.
Funny though that police are exempt. In the state of New York, police ares are NOT considered motor vehicles and are therefore not subject to NY motor-vehicle law.
