Not only can it be enforced, they can look at the phone history to see when the phone was in use. They just introduced the distracted driver law in Alberta. Hands free is OK as well as emergency calls. It also applies to eating certain things while driving and anything else that is a distraction. Using cell phones behind the wheel has caused lots of accidents for sure. I think it's a good law. Driving is supposed to be a privilege after all isn't it?
