Compression like that is more then enough to make it run. Why spend all that $$ before you have checked things like does it have a good spark that will jump a 1/4 inch gap. No spark no run and those carbs are not very good and are known to be a problem and or the fuel pump. Make sure you have spark and gas before moving to other things that cost big $$. Basic trouble shooting first then go to other things like checking the valve which can be done with out pulling the head by way of the valve cover
