'51 wd hyd. unstable

I just bought a '51 WD. I can't mow w/o having to constantly monitor and adjust the heighth of the bush hog. The mower either creeps way up or bleeds way down, it never mows at the same level for more than a few minutes. Very unhandy! Please HELP!!!
