First loosen the brake shoes so they don't interfere with the drums removal. You will probably have to tap on the outer rim of the drum to loosen it on the axle. Apply penetrating oil to the axle where the drum sets. This will usually loosen them up to remove. It could be necessary to use a puller to remove them from the axle.
