It is entirely possible that it is innocent and he has not turned off the "Read Receipt Requested" option in his mail client and everybody he sends something to gets that. I usually reserve that for important business correspondence, but I know some people (especially technically challenged types) who send this with every message. Personally I have my client set to ignore all "Read Receipt Requests", just seems like a needless waste of electrons to me.
