Two sides to this. While yes most of the time it's somebody behind that is impatient and has no clue about the laws of physics. There are occasions when some dolt is out there putting along for absolutely no good reason backing up traffic. The dolt may think they are saving fuel by driving 5-10mph under the posted limit on dry,bare roads. Worse yet however is the timid driver who do to poor health, age, lack of experience, mental capacity, mental issues etc. They are in a near panic during heavy traffic, fast traffic, rain, snow, unfamiliar surroundings, lack of night vision etc. If tailgated I just lift the foot off the throttle and touch just brake pedal just enough for tail lights but no braking. And just coast to a slower and slower speed until they pass.
