It depends! On lots of things. State law. Local action. Is anybody watching? Does anybody care? We had an issue in this town years ago. There is a legal disposition of a right-of-way called "qualified abandonment". The town took that action, because, if I remember correctly, it absolved the town from maintenance, but nevertheless kept the public right of way. Otherwise a piece of landlocked property would have been established down in the gully by the washed out bridge. Years pass. The unused road gets plowed up by the farmers(who own both halves). Then someone shows up looking for their little country camping spot! Not only is the road re-established(gravel path), the town ends up fixing the bridge too!
