The British IH diesel tractors sometimes sell in that price range. B275, B414, etc. Very efficient, live PTO, hi-low range trans, live hydraulics, differential lock, etc. Great tractors in that size range. Will pull two 14" plows just fine.
Of course if all you want to do is pull a single plow, a $600 Case VAC will do the job. Not going to find one with a diesel though.
HHG is "horsepower hours per gallon." The higher the number, the more efficient.
