If not using DVD or Powerpoint route as mentioned here is what I do for scouts.
I get the poster boards (science project tri-fold). Works good and folds in on itself to protect the pics.
As to mounting the pics find some ladies that do scrap booking. They have a adhesive to mount their photos - commonly called a tape runner. Looks like white out tape. Look for a Creative Memories consultant.
Put some of this adhesive in each corner of the photo and position on the board. If you don't like the position of it just pull up and re-position. Works great and lasts long time.
Clean up is very simple - just rub adhesive off the back of the pic or leave it on there - it is archive quality so it won't harm the pic. And if by chance you stick pics together i.e. stacking them the adhesive will not harm to print portion either.
