If tour talking "cinder block" its pretty soft, breaks quite easily. i dont think i'd go at it whit a hammer and bar or you might end up with a much larger hole than you want. that said i dont think you'll need a hammer drill either if you dont have one, regular drill and concrete bit should work easily enough. course if block has been concrete filled where your drilling a hammer drill would be an asset.
