Ralph! The lever is a clutch, which allows the pto to continue running, if you want to stop, without pushing the foot clutch in. If you use the foot clutch, the pto will stop, till the clutch is released. If you are mowing, or bush hogging, or doing simular work, with your pto, then you might want to use the hand clutch. It actually works like a broken right axel! I have been told that people weld the clutch halves togeather, for pulling, or because their too cheap to repair them. Personally, I like them, and didn"t think the repair work was all that hard! Mine was replaced last fall.
