If the bars are burnt & pitted , you need to pull that meter & replace the whole panel . The pitted areas wil cause additional arcing , heat buildup & main breaker damage . Then as it worsens , a fire is possible . Things like that aren't anything to let slide thru . Please replace that panel .Be sure to use an electrical grease on all connections when doing electrical work . Now on aluminum wire connections , there's a gease callled OXIBAN . I always smear a good covering on aluminum connections , when the wires get worm , that grease works in around the strands of aluminum wire . Also out at the meter socket I smear a good coating of OXIBAN on all those connections too .Now always remember that any & all openings left open are an invitation to bugs & bees , so use a good silicone type caulking on them & around the entrance cable clamps .
