actually, its even worse then that. Any company feeling their copywrite/ip MIGHT have been infringed in anyway would be able to require the gov't to block that IP. IE, John deere wanted too, they could require the gov't to black list this website because somebody posted a 1920's JD brochure on here. Someone posts a vid with a bit of music in it, the RIAA gets to shut you down.
No judges, no lawyers, no lawsuits, no recourse. just any company shutting down any site because it might contain their ip. While very small individual websites would probably not be affected too much, its pretty much the death of any major site that has user generated content; ie forums, message boards, picture hosting sites, youtube etc.
This is probably the most dangerous bill submitted in a long time because it has some VERY powerful supporters and this is the very definition of the law of unintended consequences. in regards to freedom of speech and the Internet, the ease that a website can simply be made go poof is terrifying in the digital age.
