18.4x34 is the modern size equivalent of the old 15-34 tire that was used on the large Wheatland tractor models like the Mccormick WD-9.
For a time, they were the biggest tractor tires available, and were used on many 70-90HP tractors in the early 1960's.
The 18.4x38 tires were invented for the modern 100+HP row crop tractors that came out in the 1960's. Legend has it they were specifically invented for the IH 1206.
38" rubber gives you a few more inches of ground clearance over 34's, and extra square inches of contact area with the ground, but they are more expensive.
