The Great Lakes locks are too small for oil tankers. The lakes are frozen over for how many months of the year? It's a long way from the St Lawrence Seaway to Texas. May as well just refine the heavy crude at the Irving refinery at St John NB.There already are oil pipelines running east. The solution now appears to build a pipeline west to Vancouver and ship the oil to China. Good market for oil there. They are not broke from fighting two impossible civil wars either.
