It could have been an accident, but still should have a harsh punishment. In this case it was also cruel to keep the dog alive......
Saw a tree hugger video once about fur farms in what looked like some russian lands. Skinning animals alive, throwing live dogs & cats (strays) in incinerators or garbage trucks and crushing them..... It takes a sick minded person to even think of something like that........
