I going to assume you're not just "funnin" me so I'm actually going to talk about gigabytes. If I'm wrong about that, I apologize for being such a dweeb.
My plan with Verizon provides for a certain amount of data to be downloaded during a one month period of time (in my case from the 7th of the month to the 6th of the following month).
If I download a bunch of stuff (youtube, books for my wife's Kindle, play games on line, download user manuals for my farm equipment, download forms from the IRS, download updates to my Norton anti-virus application, download updates to any of the microsoft applications, etc. I can use up a lot of my monthly allocation of downloaded data.
Verizon keeps track of how much data I am downloading. Their basic plan costs $30.00 per month and allows me to download 3 billion bytes of data (3 gigabytes) per month. If I download more than 3 gigs during the month, I have to pay them extra.
If your plan is like mine, you can sign into your account at Verizon at any time and check how much data you have downloaded since your billing period (a month) began.
So, can you turn it off? Sure. Don't access the internet. Can you control how much you are downloading? Sure. Check your usage on your Verizon account periodically, and adjust your usage accordingly.
