just pulled the pto clutch cover off to see why PTO was ingaged no matter what position over centering lever was. one of the plates in there, metal with 3 tabs to outside has spring to it so as it won't lay flat. push one side down other side pops up. is this nornal or has it been over heated in past and warp out of shape. seems this results in clutch not being able to spin freely when all bolted together.
