The electronic device is a high voltage generator. The glass tubes are installed on the end of the cable, and high voltage sparks jump across the tube to the face of the tube. The idea was to rub over the skin, giving little shocks which were supposed to be invigorating to the skin. All kinds of health benefits were claimed.
