I've been in your shoes taking the actuarial exams. Actuary exams are the same way, they take the top 30%. If you take the test with a bunch of dummies your probability of being in the top 30% is a lot better. Well on some of the tests I took there were other people there smarter than me, and its not cheap to re-take them. Most people there have a minimum of a Masters in mathematics or statistics, so I guess there really are not a lot of dummies there. Ha ha, they are smart at math but some can't change a tire or oil.
So, you are taking a chance leaving by the fact that you may not pass the civil service test. Can you wait out your boss? Are study guides available? Sounds like you have one chance.
What is your plan if you do fail? Can you retake it? Are you going to crawl back to your old boss a year later? Then he has the upper hand. Maybe you'll get your old job back at significantly lower pay.
