I have inly 1 spring on my Jubilee Carb. It is broken. It holds the choke open. I just make sure the choke lever stays pushed in. It hasn't given me any trouble. if yours is using more gas than it used to, you need to make sure the choke is opening when the tractor is running. hope this helps.
