If you are worried about freezing pipes, could you wrap the pipes with heat tape, then insulate? That's how it's done on mobile homes in the US. If you decide to use heat tape, tape them directly to the pipe, don't go around the pipe. The more you keep the tape in direct contact with the pipe, the less likely you are to burn the tape. Only wrap with fiberglass, it won't catch on fire.
If you decide to go with heat tape, try to get the length you need, or there was a time when you could make them the length needed.
