Getting Maine registration is usually the easier and it's all done by mail. Once it has legal Maine plates, it's legal to use anywhere. Past couple of years, just about every trailer I see in my part of the northeast has Maine plates.
Some states it's easy and some states it's near impossible.
I don't know what state you're in, so can comment on your laws.
Easy fix it to just register in the State of Maine. No title needed - just a written bill of sale if 1994 or older. If newer you might have to bring it to a scale and get an offical weight slip.
