bootser..........Ford specs fer 8N flathead engine is 90psi min. New engine is about 125psi. Most good engines run about 110psi. With low pressure you are quoting, ALWAYS run a dry (5-rumpas min) and then a WET. Squirt about 1-oz oil down the sparkie holes and then re-take yer compression readings. Good engines will up the wet compression about +10psi. Really BAD engines will up the compression +30psi. Many times low compression is "stuck" rings. Gitta can of MMO or ATF and squirt some down the sparkie holes ...then... wait a day. Do a dry compression test again. Remember, write all them compression numbers down (we all have CRS) Then iff'n you don't understand what yer compression numbers mean, post'um. Simple, eh?
