on some of the early MS carbs, the place where the mixture/power jet (shown) is screwed into the top of the carb. a recess is cut into the carb where the felt is inserted. washer goes on top and the spring on the screw rides on the washer. guessing that it was to keep dirt/sand etc. from entering carb. sure wouldn't slow down water/liquids!
