i use to do vehicle safety inspections here in Tejas...guy came in and his wipers didnt work at all...i told him no way i could pass it...we looked it up in rule book "if vehicle has a windshield,it has to have working wipers". he said ok and prceeded to kick his windshield out...i gave him his sticker and he drove off...govt rules at their finest.
