If I had a dime for everytime my parents said that when I entered the room as I was growing up, I'd be too dumb to know how much I had.
On a serious note though, something similar happened to me a decade or so ago when I lived in Illinois where they have emmisions testing. Was something minor like yours, and I asked what it had to do with emmisions. The guy told me that such things are dangerous and if aren't corrected should keep the vehicle off the road so doesn't need inspecting. I went to the auto parts store, bought whatever it was that needed, put it on, went back and had to wait until the following Sarurday because was only open until Noon on Saturdays, and not late enough during the weekdays for me to get home, drop the company truck off, take my vehicle to get inspected.
