There's a good bet, the throwout spring inside the power lift is broken or missing. If it's broken, it won't let the clutch lock up or down. Four bolts hold it on the frame, and a couple of cotter keys hold the linkage on. Remove it from the drill, take it apart and clean it. Be sure the spring is intact. If need be, you can still get one from your friendly local JD dealer. It's a very stout spring. I've refurbed and channeled several FB drills like the one in your picture, about every one had at least one power lift with a broken spring.
