Scrap yard owners must have some deep contacts in DC. They are one of the last all cash businesses that are designed to run "under the radar". First, by dealing in cash, there is no record of exactly how much tax they owe because their income and profit cannot be proven. Next, by being a cash biz, it is too easy for a thief to drop off stolen stuff and roll with enough cash to buy the next bottle of wine, liquor, beer, or drugs. The scrap yeard owners could care less if it stolen, they just want to pay a fee per pound so they can tunr a profit. If they move their inventory fast enough, it is likely that they will never get caught with stolen stuff. One of the funniest stories that I recently heard was that the daughter of a scrap yard owner was stealing cash. The proof that they run under the radar is that it took years for him to figure out that she was skimming cash.
