Besides the sticker it should also be stamped into the frame in case the sticker gets damaged or removed. If it is the original engine then that # will also match the frame stamping.If you can't read the frame try rubbing a pencil across paper for a tracing which should be more legible.At this point in my state you would have to bring the bike to a special inspection center where they would run the #s and verify the # and place another foil type sticker at the neck.Then issue a new regular title.
