If the TB on your D-17 works as mine does on my WD-45... As long as the system is set to provide Traction Boost and the Linkage is as it should be (and the Hydraulic Pump is working)..you should get weight transfer..even if the TB Gauge does not work.. If you have enough load on it, (4x14"??) you should notice wheel slippage diminishing and the front getting lighter when you set the hydraulic lever for more weight transfer.. The whole system senses the Drawbar Load by how much a large coil spring is compressed.. That allows the linkage to move a valve on the hydraulic pump, that feeds pressure to the Lift Arms.. The WD tractors had "Traction Booster", too..just NO Gauge on it..worked exactly the same as the WD-45 system.. Is there something that makes you feel it is not operating..? If the settings and linkage are not set for weight transfer, it will not give you any weight transfer..
