The bituminous asphalt is cold applied, (and I've done 2 roads with it a long time ago in my career), then the fine crushed stone is sprinkled on, rolled and traffic is allowed. I would assume the bitumen material is similar but here is a link to the company we worked with over 20 years ago, it is cost effective, but I am not sure what the service life is, and or comparable to more expensive pavements over time, checking the costs and lifespans of both, it would seem in your case, minus the winter weather aspect of it that could be a cost effective solution.
