I think you are talking about coming to grips with some being able to afford to get treated, to get better. Others just have to face the fact that they will stay ill or die. Health care rationing implies that there is a shortage of healthcare, which we do not have in this country. We do have problems with people being able to afford the services that they need and that are readily available for a price.
