It can also be the dampening ring in the injector pump. It will make them run erratic and not have any power as the inside of the pump gets plugged up. Remove the return elbow on the top of the pump. It has a glass check valve built into this elbow. Blow backward through it(CAUTION not very hard or you will blow out the check valve) see if you get any little pieces of rubber. They are usually about the size of a grain of coarse sand.
Injectors usually do not have speed related failures. The governor dampening ring does.
