I"m a strong advocate of personal property rights, therefore I think a property owner obviously has the right to NOT permit others to smoke or have any other open fires on his property. Not sure about the method of grabbing it out of another persons mouth as the most diplomatic method (could land you a punch in the face) lol but hey a person has the right to extinguish an open fire on their own property by any method dont they !!!!
