can you hear the relief valve squeal when steering is turned as far as it can go in either direction and holding it ,if not the pump is probably weak instead of the relief valve,one other thing if your tractor has the steering control valve mounted on the steering cylinder and operated by a control rod to steering shaft the pins and rod ends that operate the valve will wear to the point that the valve doesn't move enough to supply pressure to the cylinder, neither will the relief open if there worn bad enough,you will have armstrong steering only
