I bought all my sweet corn seed this year at the Agway store in Cobleskill. Silver King, Bodacious and Peaches and Cream. All came up fine and I planted 1.5"-2" deep. Technically, Agway no longer exists so this store might get seed from a different place then your's. It's up to the owner or store manager. All the seed I got was from the bulk bins by-the-pound and NOT the prepackaged stuff which comes from a different source.
My Silver King is also up but that seed comes from Harris.
That being said, I've had that sort of problem a few times in the past. Mostly from turkeys pulling up every corn shoot as it poked through the ground.
One year I got a bad batch of 15-15-15 fertilizer. I don't know what was wrong with it but anything seed planted with it failed. I wound up throwing out a 500 pounds of it.
If you suspect your seed, wrap it in damp paper towels and stick it a warm place for a few days to check germination. We check all ours. An oven with a pilot light works great as long as nobody turns it ON and bakes the seeds.
